Frank Gogarty feels that the report has made an honest attempt to get to root-causes of disorder in Northern Ireland. However, he feels that the report does not go far enough in condemning right-wing unionism or the part that the government played in opposition to the civil rights movement.

Gogarty feels that the civil rights movement has been justified by the report in that there is discrimination on one side of the community on religious, housing and employment grounds.
