Commenting on the report, Cooper notes that anyone who dismissed the civil rights movements as a band of Sinn Féin hooligans was entirely wrong. He also feels that report highlighted the arrogance of the Unionist party in their attitude to the civil rights movement. While Cooper is largely happy with the report, he does feel that there are some factual inaccuracies.
