Is it as wrong to give to street beggars as it is to beg?

This report for 'Newsbeat' looks at the view that any form of begging should be discouraged including street collections by charities.    

Begging in any form is disgraceful. Whether it be for money, clothes, food, homes or anything else, it should not be given even the slightest encouragement. It is as wrong to give as it is to beg.

According to this report, giving money to a beggar is an injustice and those that give money are asserting their own authority.  

Money given in this way degrades both the giver and the receiver.

The report shows a woman approaching people on O'Connell Street in Dublin asking for money.
