In 1999 both Spin FM and Lite FM were awarded radio licences.
Spin FM, led by businessman Ossie Kilkenny, got the licence for young listeners in Dublin. In the music-driven service for over thirty-fives, the winning applicant was Lite FM headed by Martin Block.
Talk-based Newstalk was also granted a licence, but Pulse FM, headed by U2 Manager Paul McGuinness, failed to win a licence.

Lite FM went on air in May 2000. Following delays caused by legal opposition, Spin FM finally went on air in April 2002.
