The Ethics in Public Office Bill was published on 30 May 1994 requiring all members of the government and the Oireachtas to publicly declare their financial and property interests in a Dáil register.

The Bill also applies to senior ranking staff in the public service and state sector as well as ministerial advisors.

Tánaiste Dick Spring says that the bill sets out to find a balance between public interest and personal privacy.
